SMITHFIELD — Frank Dobbs is back on the college basketball scene in Rhode Island, just as he was in the 1990s. The second time is a bit different than the first. This time, he is a player, not a coach. The first Frank Dobbs, known to most as “Happy,” was a star at Villanova who was the head coach at Brown from 1991-99. Often times while he was guiding the Bears, halftime promotions would include contests in which one little kid, in particular, liked to take part.
